Section 3 Employment Opportunities
West Brothers Construction and its subcontractors will be constructing a New Administrative Office for the Columbus Housing Authority. The work performed under this contract is included in a program providing direct Federal Financial Assistance from HUD. This work is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C.170 Lu.
Defintion of Section 3
Section 3 of the Housing and Urban Development Act of 1968 ensures that employment and other economic opportunities generated by certain HUD financial assistance shall to the greatest extent feasible, and consistent with existing Federal, State and local laws and regulations, be directed to low- and very low-income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low- and very low-income persons.
A Section 3 Business is ...
- One that is 51 percent or more owned by Section 3 residents; or
- Whose permanent, full-time employees include persons, at least 30 percent of whom are currently Section 3 residents, or within three years of the date of their first employment with the business were Section 3 residents; or
- One that provides evidence of a commitment to subcontract in excess of 25 percent of the dollar aware of all subcontracts to be awarded by the business to other Section 3 businesses.
A Section 3 Resident is:
- An individual who is a resident of Public Housing or resides within the Section 3 area whose family income does not exceed 80% of the median income in the Metropolitan Statistical Area. See the Section 3 Self-Certification Form for 2010 income limits.
